Honestly, I could not follow you. It is not mentioned that Work Package = Deliverbles, neither here nor in PMBOK Guide.  Rather, WBS is the breakdown of work to be performed or the deliverables. To extend further, work breakdown (decomposition) can happen for the Phases, Sub-Projects as well.

Deliverables are clearly defined in absolute terms in PMBOK in many knowledge areas, such as  Validated Deliverables (Quality Control), Accepted Deliverbles (Scope Verification) - by the customers or Deliverables (Integrated Change Control) etc. I believe, PMBOK is very clear in its approach.

I am not completely familiar of MIL-HDBK-881, though I know that it is defense sector specific. Thank you for informing. I'll have a look.</description>
