		<description>It's great to see a post here that states so clearly what I've always believed and experienced - that the best Project Managers or Programme Managers are those that understand people best.  They marry that innate ability to work with people and a good understanding of PM techniques and often specific technical expertise, to move projects and programmes forward to successful completion.

Unless all three are present :

1. People Skills
2. Technical Expertise (scope context)
3. PM Expertise

it becomes much harder to deliver a successful project.
