Looking at them all together this looks itself very much like a project worth managing, begging the typical chicken-egg question - what project management software do you use to manage the selection of project management software. Bootstrapping yourself from your own shoe laces or in  IT terms, first build a (simple) C-compiler then use it to build a more detailed C-compiler . At first sight SaaS might be the answer (using it over the wire instead of physically implementing it) but in a recent report on the ROI of PPM tools Forrester compared SaaS to on Premise and came to some interesting conclusions.
