In my recent experience in water project, found that the project cannot proceed due to protest from the community. Because of the wrong information passed to the community it has happened. In such case, can we called the community as stakeholders ?.

Identifing stakeholders is really important. Equally important is performing the mass communication exercises to keep people onside. If you need to get things done then you need to keep people onside! Especially if you don't have direct command and control over them.

I have been burned in the past by not properly identifying stakeholders. Whenever that happened, somehow key requirements would slip through the cracks. One good resource I have found that helps identify ALL stakeholders is the Rational Unified Process Vision Document: http://www.scribd.com/doc/16655375/RUP-Vision-Document
