Recently I attended a talk by Joe M. Powell who pointed out trends to measure in order to develop actionable assessments. I think this is where we often fail as PMs, since we alert to scope, time, or budget creep as it is occurring or has already occurred. However, there are predictive behaviors we can leverage to gauge performance pro-actively and take measures (through people and process management, as you point out) to correct the problem before it occurs.</description>
