You have hit the nail on the head. You may find it interesting that when Dr. J. Davidson Frame was head of the Cert Board at PMI (circa 1994-96) he specifically did NOT encourage "teaching to the exam". He encouraged "teaching project management fundamentals, which, if done correctly, did prepare you to sit for your PMP Exam."  It was only after 1998, when the member/owners of PMI turned the management over to the professional organization managers, that PMI and the PMP became "big business" and books like those published by Rita Mulcahy, Kim Heldman or my all time favorite, Nathan and Jones "PMP Exam For Dummies" began to proliferate, generating millions of dollars in advertising revenues for PMI and millions of dollars for training by some of the less scrupulous "boot camp" training providers, promising "your PMP in 5 days or your money back".

I hold PMP#740 and will not be renewing it this coming December when it expires.  Why? Because PMI, in their over zealous marketing have, in my professional opinion, destroyed what was at one time a decent and credible credential, worth the time and effort it took to earn it, PROVIDED the applicant learned the fundamental concepts and not just memorized a bunch of inputs, outputs, tools and techniques.

As I approach my retirement years, my focus remains on the COMPETENCY based credentials and not the knowledge based.  IPMA, AIPM, AACE, all have credible programs in place which evaluate you not on the basis of being able to pass a 200 question test, of which only 175 questions count, and score a minimum of 62.5%, but credentials based on what you've actually done and can document.
