Project Manager’s Areas of Responsibility

According to the PMBOK Guide, a Project Manager has four major areas of responsibility. Those major areas of responsibility are:

  1. Identify the requirements for the project

    It’s all about asking and knowing what everyone needs from the project. You must figure out what it will take to make the project a success.

  2. Establish objectives that can be achieved

    Plan out your team’s goals and the way you’ll achieve them. Everyone should agree on these goals to avoid team conflicts and help each other succeed.

  3. Balance scope, time and cost

    You always need to manage these three at the same time. Any change you make to any of those three affects the other ones.

  4. Satisfy everyone’s needs

    This means you must understand the needs of the stakeholders, your team members, the customers, or anyone else who is affected by what’s going on.

Not paying attention to these four areas of responsibility is sure to give your project some problems. Make sure you’re always committed to these four areas of responsibility.

I am going through this site in search of some basic queries related to the roles/responsibilities of a Project Manager and here I find my query linked to the point 1. mentioned.

IS a PM required to be technology-savvy to succeed a project that works on a specific technology,
or will a technology-independent project manager be able to deliver the project at the same rate of success?

I see in today’s times that most project managers in Information Technology industry are required to have technology experience to manage a project that uses that technology.
If you don’t have that technology experience, you are not considered for the role.

what are your observations/comments on this aspect?
