I would suggest that there could be multiple Portfolio levels, so we have a Corporate, with many Subsidiaries, each running their own Programmes and Projects.

Portfolio Management can be taking place both within each individual Subsidiary and at the Corporate level.

CredAbility, a Project Control tool, implements just such a Hierarchy allowing Risks, Actions, Issues and others to be recorded at Project and Programme level, and for Portfolio Management Teams to review the status of their organisations from whichever level they work at, drilling into the detail when appropriate.</description>
