		<description>I always think that Scope Management also has an implicit purpose.  It is also about
 - managing stakeholder expectations
 - modelling different project/scope scenarios
 - modelling different project delivery opportunities

If scope management planning takes these implicit purposes into account, then the baseline scope will have much more rigour and a higher likelihood of key stakeholder buy-in.</description>
