		<description>Wow.  This article captured my major frustrations while I was a PM for the DoD.  Just because someone says that they want something and someone else says that they can deliver it, doesn't make it real. Requirements definitely need to be based in realism and a large helping of actual user need.

I especially enjoyed the point on cost being a requirement that everyone on the project needs to be aware of and worried about.</description>
