In many part of the worlds, you have to bribe or give "gifts" to get things done to various people. Period. If you do not do that, nothing will ever get accomplished. The wheels just does not turn without the grease.

I've worked in poor countries in West Africa for several years, managed large projects, and I can tell you that part of my job was bribing officials to get our things done. There are things that can never be accomplished without bribing officials, some other things can be done, but they usually take a long while, so we "expedite" the process. The bribes were even accounted for in our project budget (they were usually labeled as gifts). They only acceped cash, and the bribe could go up to $100,000.

Is this ethical? I don't know, but I can tell you 3 things:

- It is expedient
- Noone gets hurt
- Everybody's happy

Do I regret what I've done? Not really, I did my job, and my job was to get the project done in a timely manner.

Thanks Janet...
