Why should it be up to the project manager to keep the interests of the project sponsor?

Something about the process seems to be backwards here. Why should it be up to the project manager to initiate the project and try to sell it to the sponsor?  I can see if the project manager is trying to sell it to a CLIENT, (internal or external) but not the sponsor?

Assuming that the project sponsor is the person who is FUNDING and providing RESOURCES, (we know them as Asset Managers) I would expect that the sponsor would be hounding the PM for updates and status reports and all kinds of information. Why? Because the sponsor does or at least should have a vested interest in the outcome.

What am I missing here?
