I believe the first element under
1267.1 Systems Integration, should be 

             CONCEPT DEFINITION. 

Without that, it seems that none of the rest follows rationally.  The concept definition defines what is reasonable for the REQUIREMENTS DEFINITION. 
Concept definition early does not change the placement of the 1267.2 Design 1267.2.1 Conceptual Design element, it just establishes clarity at the onset. 

I would follow the rest of the chart given with that one alteration. More than the requirement, the concept definition is seminal to all else that follows.  Being the first issue, we ensure that all are singing from the same sheet of music from the outset.
